As an EE in the US, I have no problem with this.

The #1 solution to this is higher pay, so it takes care of itself if the government doesn't tinker.  By tinker, I mean (from the article): "Obviously every challenge presents opportunities and some of the solutions will come from political and business leaders".

I always cringe when I hear of programs to increase issuance of green cards to bring in more engineers.
