Gerber issues altium

I have the following problem when exporting my pcb design as a gerber in altium, the top and bottom layers do not align correctly. the board has 4 mounting holes all three align perfectly when printed but 1 hole seems to be higher in the y axis, this problem gets worse when i mirror the board.
