ATF22v10b outputs oscillate

I programmed few of them and they all have same strange behavior. I have test PCB to test if they work correctly. No long wires, traces ~5cm long, solid ground, 4 layers, decoupling. After switching inputs for few seconds some outputs suddenly start oscillating in the range 3-5v at about 400kHz. Well, technically it's withing TTL levels but still strange

Part number is ATF22V10BQL in PLCC package. I program them using arduino/afterburner. I did conditioning (writing all 0) before programming.

It doesn't have power down pin. Power down is automatic and can not be disabled (AFAIK)
