I´m searching the files 90sp2_dsp_builder_windows.exe (106,965,748 bytes) and 71_dsp_builder.exe (50,216,225 bytes)
Does someone know if exist a mirror repository of ftp.altera.com? A partial listing for ftp.altera.com files is in https://mbb.eet-china.com/blog/1324799-237580.html

If you know from what package/installer version those files were part of, maybe you can guess the name for the exact download path. The ugly thing is that you'll have to guess the exact package name that will redirect to the current Intel URL, it is not possible to browse those locations.

I have tried, does not work, doubt these URLs works with versions before 10.0

Check the DataIOEPROM group at groups.io
Supposedly the V9 file was uploaded to the files area. See the thread:

I couldn't find the other file, but maybe this helps.
