Help, how to program TMS32F2812GHHA

The chip model is TMS32F2812GHHA.Found a 5V short circuit, the chip has been damaged.
I would like to know, how to re-read the program and re-write the program.I found a similar JTAG interface on the board, I can't be sure.
I hope to use a cheap programmer or something like that, if you know please let me know, thanks

You are posting in the wrong section. This is a DSP (digital signal processing) chip not a FPGA (field programmable gate array).

If the chip is damaged changes are you are not going to be able to read the on chip FLASH memory. It is also possible that the FLASH is read protected.
