Ise Would not detect XC6SLX45

Hi
I have designed a board with XC6SLX45-2FGG484I and ISE would not recognize the part, it would say an unknow device, I have checked everything and it seems the config schematics is ok, I assigned  a spartan6 device bsdl file from C:\Xilinx\14.7\ISE_DS\ISE\spartan6\data folder, so the impact would let me read device id etc..
when I read device ID I would get something very similar, only two bits that should be 1 are 0, do you have any Idea what might have caused it or what's the problem?

Wrong FPGA (package)? You mentioned XC6SLX45-2FGG484I, but in iMPACT selected CSG484 package. ID could be different.

try scoping the signals and/or change the jtag frequency

I have changed that and got the same results

I have tested all the frequencies from 250Khz to 30Mhz, the same result.

I have assembled two boards and both have the same issue, I'm pulling out my hair and I have no clue what might be wrong.

Counterfeit chip? ID read do not belong to Spartan 6 family
