Don't know what adapter I need

A few days ago I found some for free development kits on the local internet. The kits actually have everything mostly you need but it is missing the power adapter for an old Altera Cyclone (1) board. By searching I saw someone selling one on EBAY that mentioned a 9Volt DC adapter. I have a schematic and a dv meter so I think I can tell what polarity the plug is, but I am not sure of what voltage/amps it has to be. I see on the schematic the plug goes into a chip called a SP6134 and has later a 5V and 3.3V output. Any info on this? Like are all cyclone 1 boards 9V and is like 100ma a good amperage? I don't know if it even works or will self destruct how it was configured. Also I got a Infineon XC800 usb thing and a M16C kit.

Can this be used to somehow solve for the input voltage?
