if you don't have a way to test it  before dismantling it,  and have proper tools to remove them, and reball them to other boards  ...

What does the seller mean by "unlocked"?  I wasn't aware FPGAs could be locked.  Certainly you'll need a $$$ license to program these things, assuming the reverse-engineering gets that far.

This is one of those things where, if you have to ask the question, the answer is "avoid" :)

They bought it for $200 and try to sell for $1,100? hell no. Offer $200 if you really want it.
Profile -> Modify profile -> Look and Layout ->  Don't show users' signatures

I'd offer $10 if shipping isn't super expensive. Just for the RF connectors and attenuators IF I would need those. Scrap the rest. There is zero worth in this board.

FPGA can be locked, Burn EFUSE bits and you have encrypted firmware. Without key its unusable brick.
