Strange location of configiration pins on all Cyclone FPGA

It has always been a mystery to me. All Altera Cyclone FPGA in QFP packages have most of the configuration pins on the left side, but two of them (nSTATUS, CONF_DONE) on the right side. Very inconvenient.
It where a reason for this?
