ipad mini 2 2nd generation white lines on screen

my mum gave me her old ipad because it had a problem its never been dropped always been in a case and taken good care of but when turning the  ipad it takes around 15-20seconds to boot up when booting screen is fine once on the lock screen after a couple of seconds up to maybe 20second i get the lines white lines on the screen

screen only goes bad when i pad is fully booted up

what could cause this problem and is there anything i can try and do without having to open ipad or replace the screen to try and fix this

it's an "old ipad" the specialist will tell you to buy a new one...
