You (we)  are not dealing with mindless business men...

They have an anticipated agenda to PREVENT and lock their product in retailer OEMs

It is already in progress and once this obscene processor  for such  arguably useless and biased security is in place...  well ...  their business will be  locked by retailer...

There is only one solution:  DON'T  BUY ANY OEM CRIPPLED SHIT by MS  period

Ditch these assholes for good. They will not allow any other alternative besides being the exclusive digital landlords..  they are doing this very same thing for decades.. it is naive to assume different

Both tools work fine for WIn10 and 11. And I recommend to run O&O ShutUp10 after each update orgy to check if MS did reset some settings back to the user-unfriendly defaults (the tool will show you what has changed since the last run).

This isn't that difficult if you control the network. It's a piece of cake to stop Windows accessing the world outside, and preventing it from recursive DNS lookups. Do that and you still have access to your local network.

You can even use something like firefox with a local proxy config to get "net" without letting Windows see the outside world.

That also keeps all your applications from phoning home. It's incredible the amount of dns lookups Windows, Office and Autodesk products make when you actually log and analyse them.
