How to Prevent Chromium from falling back to HTTP

For some website that are actually only served by https, but have really slow servers, Chromium is just impossible to visit them.
After only a few seconds, it will show a page like "You are seeing this warning because this site does not support HTTPS."
I can either refresh the page and it will just timeout again; or choose to enter the http version, which is either an error page, or just not exist.
On Firefox those sites works fine.
How to Prevent Chromium from falling back to HTTP?

Perhaps HSTS isn’t configured correctly, confusing the browser?

By the way, Firefox does the same, if HTTPS priority is enabled. Maybe Chrome just has a shorter timeout?
