GTX 970 Repair

I bought one used gtx 970. it doesn't working. The fans are spinning but no screen. I opened the card and saw that they changed 2 mosfets. Also one 8-legged integrated burnt out. What can i do now ?
Edit: I checked the chip. it's not heating.
