USB PORT DOESN'T RESET

Hi again.I've made one of those 'kit' single channel oscilloscope, with a whole 100khz Bandwidth!! For $75.00 AU - not bad.
It has the capability to upload and download to a PC, but my USB port doesn't reconise it.It says, 'USB PORT DOESN'T RESET'
There was a question mark in Device Manager under this driver.The PC says it is the best driver available for this purpose.
What would be the easiest way to check if its a PC or Oscilloscope problem? The kit suggests a UART to USB driver from 'Silabs'.
It says its compatible with Windows 10, and is called the 'Classic'.Thanks Simon.
