keep in mind that both 3xxx and 7xxx families are close to being end of life...
plus they are expensive . you could be better off switching to a newer family. the parts wil be cheaper and have more functionality
I feared as, and yes, you are right.
I have also considered the XC9500XL (are not the newest), all I/O pin accept 5V but only can out 3.3 or 2.5V. And the ispMACH4000ZE family, I particularly prefer these over the XC9500.
However, the hot socketing characteristics at the MAX3000A are excellent, and can output 5V. Also the MAX3000A don't have any special requirements for the power up sequence. I had a comparison table, but can't find, I don't know where I left it.
