Titanium MD-1600L AA / AAA battery charger rapair

hey guys, i have a project that i think i can tackle, but need a little help. I am trying to self teach myself all of this, i have all the right tools, but i'm lacking some knowledge here.
I have this Titanium MD-1600L AA / AAA 16 bay battery charger. From day one, one of the bays always says charging, and doesn't work. I suspect it's something with the current dectection circuit ( and probably something common to all four slots... like a ground maybe), but I don't know enough to identify it. I can start comparing to the other similar circuit, but I was really hoping someone could steer me in the right direction and help me learn something in the process.

your best chance would be to find specs on the ic's in it, i don't see their markings ...
