As the title suggests, I need some round keepouts and round fills. As in, how Raspberry Pi did their mounting holes. Can it be done?

I'd try making a footprint. Add a single pad, type NPTH. Set the hole size to whatever you want to have drilled, set the pad size according to the amount of solder mask pullback you want to have.

Thanks. I'll try this in my next Pi HAT (GPS HAT v2, which brings Pi native Bluetooth support by adding a I2C to UART interface chip.)
