Well, source code released before the actual announcement on KiCad's website and the binaries.
So expect to see it in a couple days. Those that can build it from source or some Linux users can already use it. Others will have to wait.

Bug fix releases (Increments in the 3rd number) happen about once a month.
When you're running Linux, the KiCad updates are of course installed with regular system updates, so you do not have to worry about the "latest".
For others, new releases are always announced on the blog, a few hours or days after the update itself has been rolled out. You can always look at the updates at the official KiCad Blog:

And I'm still running 5.1.9 and using it KiCad a lot, maybe a good moment to update ^-^, have not done so because I have 0 problems with my current version.
