Hi,
I am using KiCad 5.1.0 and I am struggling to understand how to setup the number of copper layers .
It seems I don't have this option neither I have the Setup menu...

do someone know how to solve this issue ?

Not sure about 5.1 but in 5.1.4:
Menu File->Board Setup
I believe one of the toolbar buttons opens the same dialog too.
