pcbnew action plugin place footprints

I have a design with a simple circuit on a hierarchical page.  10 copies of the circuit are on the main page. I cannot get the action plugin to move all of the components on a sheet.

It will move some components but not others. It makes scrambled eggs instead of an omelette.

Has anyone made this plugin work for a sheet with multiple different types of components?
