Etching is the same type of chemicals, just in a larger enclosure with pumps spraying onto both sides of the PCB for faster and more even etch.

For via plating, you can check what LPKF are offering. They have 'benchtop' machines for that, which can be found for cheap in ebay (older models, but does same job). You can look at theirs manual to see how they do it - seems not too hard, just dipping in different solutions for various time and temperatures (their machines use normal aquarium heaters).
