CE certification in China

Does anyone know if there are any legit CE test labs in China / Shenzhen - or is CE certification required to be perform the EU itself?

Without knowledge on the Shenzhen/China test labs, main question: Does your product really need a certification from a notified body or do you "only" need help with the selft-certification?
If you only need self-certification, you can definitively use labs outside the EU (only need to find one with experience).

As noted by the first response, the way you've formed your question indicates that perhaps you need to get a better understanding of what CE certification is first.

There are plenty of legitimate, capable test labs in China who can do tests to particular European standards for you. Exactly what tests you require depend on the product you plan to sell but in addition to such "type" testing there are other aspects of CE that come down to your supply chain management (such as RoHS). Although some equipment needs to be tested by a "notified body" (i.e. a test lab who is specially accredited), most typical electrical and electronic devices do not have this requirement.

At the end of the day, your CE certification is essentially a self-signed declaration of conformity, so what you most likely need is guidance on how to ensure that you have covered all of your legal compliance requirements. There is plenty of information online and it is possible to work it out yourself but it does require a lot of research and learning quite a bit of the terminology.
