The Varta cell I evaluated had the 60079 certifications, I don't know if it will pass everything required for IIb/T4. I think that as long as everything is solid inside the cell, it has potential to pass these tests. The Tadiran LiSOCL cells generally have high ESR due to passivation, it is quite difficult to make them explode (I tried with a D cells, drawing 10A for few seconds, it only got warm, ~50 degrees C).
