100qty is the sort of volume that good for hand soldering.
I used to use Vutronics in Melbourne (one-man-band in his garage) for my uWatch and uCurent boards. No setup fee, just fixed price per board.

As an estimate, that top board would probably cost no more than $5/board to hand assemble.

The setup fee alone would likely pay for your whole job to be hand assembled.
