If you were to purchase a desktop size Pick and Place machine, how would you prefer it to be controlled?

With an embedded Linux computer (Raspberry Pi 2 or similar). You need to add monitor/keyboard/mouse or you can control it over VNC if you prefer.    Works out of the box, no configuration. Can be restored to original condition by swapping a memory card.
Use your own Windows PC. (Desktop or laptop.) You will need to install software and drivers and do some configuration.    Same cost as option 1.
With a preconfigured Windows laptop included. Works out of the box, no configuration. Can be restored to original condition by running a recovery disk. Adds the cost of a laptop to the cost of the PNP.

Don't care how it's controlled as long as it doesn't require a Windows computer.

With a single USB cable or Ethernet cable that just works without installing random libraries that "almost" work and require hacking.
Could be a Windows application, but obviously not for the actuator control part.

I would add "well documented" as a requirement for the API.

and once started, machine can continue without network access.
