DIY pick and place software

Hello,

   is one DIY pick and place control software sticking out from the others and available for sale at a reasonable price (< 500USD) ? Ideally with camera input for chip rotation.

   I read some projects blogs and some kit machines documentations and they all seem to have their own software coded from zero which they do not sell.

    I would like to assemble a machine and not have to deal with software too much by lack of time. Something ala LinuxCNC EMC2 which is ready-to-roll after tweaking a few configuration files would be great.

Ok, that is indeed from a "kit machine with its own software coded from zero which they do not sell" l but it is open source, free for non-commercial use (here, commercial means selling p&p machines or software as a business).
