SMT resistors codes and it sizes - i need standard reference

Helo,
i'm trying find who and where specified codes and sizes for smd "standard" packages or rather for it foot prints sizes.
It can be easy to find size and dimensions for 0805 packages/footprint (fp) and explanation it but who is responsible for this, defacto, standard? EIA? JEDEC? IPC? Did was wrote as ISO standard? Or it is maybe rule of thumb - but why so many chip manufacturer use it without regulations?
