Vizio p502ui-b1e PCB soldering question

Newbie here to PCB, and I'm trying  to fool around and see if I can fix this thing.  My question is a quick one. Will the solder point with what appear to be  blow holes cause the board to fail? I've replaced the eeprom that is commonly an issue but no luck.

I'm really not sure what i'm looking at with those 2 holes in the solder?

How did they get there?
Is it attachment holes for a heatsink maybe?
