Which PCB coating should I use for PCB permanently submerged in water?

What type of PCB coating should I choose for PCB that is permanently (or periodically) submerged in water? It is low voltage circuit (2x18650 lithium so 8.4V max) and low current (typically 300mA).

Probably fully potted with silicone or polyurethane would be appropriate. It might be better to have a waterproof case instead.

I just think really humid environment at 100% ,

I would conformal dip it , like if you were doing a transformer H - temp,  can be air dried or oven, UV cured,
ideally in  a vacumn chamber to ensure no air bubbles ,under any SMT's were moisture be hiding. 
then water proof case,
I use Elantas Elmotherm® 009-0008 for transformer class H rating coating impregnation, thats resistant to acetone,xyelene,methanol,hexane, carbon dosuplhide,

some say good mositure resistant some say excellent resistances, you need to check the data sheets and compare remove the marketing team spill.

UR5083 – Recoverable Polyurethane Gel
UR5528 – Tough Polyurethane Resin with Excellent Adhesion

I guess how much is submergered etc.
