HP53132 inaccuracies at or near 10MHz

I did my best to search everywhere but can't find it. 

It is known that HP53132/53131 counters have degraded performance at or near clock frequency which is 10MHz.  This is noted by HP somewhere.  The question is WHERE?  I've seen it myself but I can not find it now.  Not in user's manual, not in service manual, or at least I can't find it.  Can someone point me to it?
