HP 3582A S/A What is Framed Button

Just unboxed  an old 3582A.

Attempting to put it into CAL mode.

The first requirement is to set all "Framed Buttons ON"

I can find no reference after searching the service manual to what a "Framed Button" is.

Any help for the dumbass appreciated.

A color or shaded border around the button?

On page 4-2 it states "Set Both Frame Buttons...ON", so there are two of them.
on page 8-7-8 Parts list The "FRAME" buttons (2ea) are Gray in color, partial PL attached
