Trimble thunderbolt TSIPCHAT questions

Hi, I have a Trimble thunderbolt.
I have used thee thunderbolt monitor program to look at it's operations but I'd like to issue some commands.
I downloaded the TSIPCHAT program and ran it (win 98) using cmd prompt and TSIPCHAT -c1 for com 1
A screen comes up but it appears that I'm not communicating with the unit.
inputting ? gives a list of commands but except for the first column they are grayed out.
Any hints on how to get talking would be appreciated!
