But the bigger question, where are you going to get tools for that device?
WinCUPL and WinSim are the only tools I know of first hand, and they can be quite painful to use - lots of quirks and crashes (save often, especially before building!). I've run them on Windows 8, and even through WINE on a Mac.
But once you figure out those quirks and how to work with them, you can get stuff done once you learn CUPL itself. Some error messages are very vague and take some time to understand what they are suggesting, and some error messages are not errors at all (hint: may be related to WinSim rather than WinCUPL...)
There are some other tools that will let you write in some kind of HDL language ("something Designer" I think it was), but the simulation tools were not available for free which to me was a downside (seriously, learn how to use WinSim if anyone reading this devices to go that route, simulating the design is very useful rather than spending the time to program the device only to discover its not working the way you wanted it to). CUPL is quite archaic but Ive enjoyed working with it - its very raw and you are just telling the device exactly what you want to happen. Not very applicable today, though.
