I'm guessing they're selling off old stock, that board has been replaced by the EK-TM4C123GXL which still costs $12.99.
EDIT: If you buy one of these boards, be sure to read the errata list as well.
Yeah, that's my guess as well, there is a big note in red on the product page of the Stellaris launchpad I linked to. It's still an interesting board if you're trying to get into ARM architecture.
And yes, the errata list is quite large. I ordered the two I have on 9/8/2012 and received the A3 version of the chip. I'm not sure what is shipping on the current models though.
