Get some Video Decoder to run

I have some Video Decoder Card and over some years i never get it run.
Chips: BCM70015kfbg
it have also that chip: w9751g6jb

and a smal one with "BH=CJ" "D10" on.

Does anyone know how to pipe some application over the Chipset get it run?

So I found the Driver: https://www.broadcom.com/support/crystal-hd
How to pipe the Audio and Video Software over the Controller?

If you have a driver, presumably you'd use the media framework of your OS to interface with the card?
