Anyone knows Microcontroller IC with 20 pin SMD SOP package with pin 1 as VCC and Pin 2 as GND which generally comes in Cheap Chinese Electric scooter lcd panel with lcd driving IC

I don't think it is possible to find. If they have removed the markings from the IC's body, it means that they do not wish to expose any info regarding the IC.

Is more than one pin grounded?  Maybe pin2 is ground for a different reason (e.g., unused input), and the real power ground is another pin.

Anyways it's a MCU, a new one won't fix anything without the programming, also it might be OTP only.
Getting the programming tool usually rises the costs beyond repair.
I'm pretty sure you can find replacement boards at aliexpress.. Have you checked?
