That is the logo from Motorola (nowadays Freescale or ON semiconductor).
There are small lies, big lies and then there is what is on the screen of your oscilloscope.

Then why is this thread titled "Microchip"?  Microchip (maker of the PIC) is not the same as Motorola.  Then again, I guess you could have been using the generic form of microchip just to physically describe the IC (not the manufacturer of said IC).  Confusing nonetheless.

Probably a mask programmed 68xx. Dead giveaway when it states the mask rom version right there. Year of manufacture is 1994
It could also be an outside vendor's design fabbed by Motorola.
