I'm looking for a Microcontroller that has 40 pins and the pins can be in or out

How much time did you spend with the parametric search? Plenty of micros are available in TQFP-64 packages and typically have 50+ free I/O pins. Random example: ATmega128. Digikey shows almost 3000 hits for in stock microcontrollers with >= 40 pins.

The power pins on a micro are only input pins maybe give a little more info as alm is correct in what he is saying.  Post more info in a question and more people will respond but we are not here to do google searches for you

I think you need a little more than just "I need 40 pins that can be in or out."

If you knew what you needed you wouldn't be asking so the generic answer for someone who doesn't know a lot about microcontrollers is get an Arduino or a Propeller.
