Is there any library for Altium having msp430 series?

No unfortunately.
You can check for yourself as they have a library index file (in Excell format) on their website.

If you are talking foot prints you can search for existing ones from altium on their website. SCH symbol you will have to make them yourself but it's pretty easy.
