Probing the JTAG state non-destructively

I want to use MSP430 Flasher to read the Texas Instrument M430F2617T main memory of a device into a file. But I don't know if it has the JTAG fuse blown already. Can just using the MSP430 Flasher delete the main memory? I know that accessing the Bootloader can delete all the memory including the main memory. But is using the MSP430 Flasher automatically like accessing the Bootloader?

How could I probe if the MCU has JTAG fuse blown without it detecting the access attempt and the deleting the memory?
