Help needed to program MC68HC908GP32

Hi im trying to program a new chip with the bin file i got from a know  good one.

i have read the bin file into the programmer.
 
but when i go to write the information to the chip it comes up write  error (0000)

the programmer im using is a  orange 5

any information on how to program this chip would be great
and advice on how to do it.

im i missing something like a boot etc
