Am idea what someone might use these for? Wouldnt a designer normally just parallel a few "lesser" FPGA's? Or is this one of those chips that the government would buy to save .3 square in's on a PCB? :-DD

Well, one usually understands better the components if one reads the datasheet...
Let's see:
The chip is a Stratix 5SGTMC7K2F40C2ES FPGA:
28.05-Gbps and 12.5-Gbps transceivers ( 150 + 36 )
Backplane works up to 12.5-Gbps data rate capability
I/Os are 1.4 Gbps LVDS (each pin of the 600 I/Os)
On chip termination included
Memory interface at 1066 MHz included
The 600 I/Os do not include the 186 transceiver pins
Hardware already included for 10 Gb Ethernet and many types of PCI-Express interfaces.
2560 blocks of ECC Memory of 20 Kbits each
939K registers
512 multipliers (18x18 bits)
256 multipliers (27x27 bits)
For data (or voice) networking equipment, if you need to route, filter or "collect data" from a BIG, BIG amount of traffic, there is nothing like an high end FPGA.
It is "normal" that the price is also high-end.

I once placed an order for a power transistor. Nothing special just the OEM part. Got a reply a week later from the main stores saying that while they could get them, there was a problem. To get them meant the manufacturer would start up the line and run them off. Minimum quantity they would do was 100k units, and at $10 each. As I needed only 2 I said cancel the order, and went shopping for an equivalent in the stores instead. I did order power supplied though that came in at a six figure cost each though. Was no way to fix the original charred beyond belief original ones, was hard enough to get the cooked remains out of the card frame without destroying everything else.

To be fair, you pay $3000 for the Pb option.

Nobody pay such price... If you get to the distributor, the price maybe even 50% smaller or sometimes downto 30% of the price mentioned on mouser/digikey/farnell. We had insane reduce of price for Cyclone V.

Apparently, this device was produced in small quantities for some specific purpose.. If you think of setup cost and production difficulty of complex chips, even that price might be nothing.. If you don't need that much gates in that much small package in your project, I propose keeping stock clean and buying a new car.
