USBasp (AVR programmer) overshoot/rinning normal?

Is it normal for USBasp style AVR programmers have significant ringing on signals (MOSI, SCK, ...)?   Over 8V peak on 5V logic level signal seems bit high... However, unit seems to function fine no issues programming ATmega328 chips...

One I have is a some cheap Chinese version (under $2 shipped), but appears to be exact clone of the one sold here:

Only noticeable difference being silk screen saying "LC Technology" instead of "Lcsoft Studio"...

Could it be just bad/wrong capacitors?  (C1 is bit of suspect since it doesn't look like 4.7uF cap....)
