AVR Programming Issues

I have an AVR (Attiny85) in a very basic circuit, using a a W25Q32JV (https://www.winbond.com/resource-files/w25q32jv%20spi%20revc%2008302016.pdf) memory chip.



I'm having problems programming it. Doing a bit of thinking, I realized the flash memory is probably interfering with the SPI programming. So, I put a 4.7k resistor to pullup /CS, which should hopefully keep that chip quiet. However, still no luck.


The output looks like it is properly talking to SOMETHING on the SPI bus.

I can probably just unsolder the flash serial chip and program it, but that wouldn't help much when it comes time to flashing new versions of the software.

Any thoughts on something obvious I'm missing?
