Unable to flash XDPE132G5D chip

I have some chips from mauser and a dongle.
Drivers installed, software seems to work ok, it can read and i was able to dump the firmware from the chip.
But i cannot flash it.
Every time i try to flash USER slot, i get errors. Errors are not consistent. Most of the time they are but sometimes i get writing register errors allover.
Chips are brand new.

I was able to read/write IR35217 using the same dongle, no problem with IR power center
Cannot flash XDPE132G5D using Open Power.

Is there a solution to this problem ?
Cable length does not seem to have any effect.
