Use an arduino to flash W25Q16 flash memory chip?

Hello folks,

So, I have this dead toshiba satellite L645D-S4036 laptop. Repair shop says the motherboard is bad. It doesn't POST, and there is no HDD activity, but it turns on, the fan runs, and the cpu and gpu get warm as usual. I have taken it apart and I haven't found any bad mosfets, or missing/incorrect voltages.

BUT, this isn't really a repair thread - I actually want to know if, and how, I can flash a new BIOS onto the flash memory chip, as a last attempt at fixing the computer. Specifically, using an arduino.

I have the skills to desolder the chip, and hook it up to an arduino. I can also buy a new one if needed.

To be exact, it is a winbond W25Q16 flash memory chip.

I've looked online, and some folks have done this, BUT, I can't understand what they are talking about, or the programs/software they are using.

If anybody knows about doing this, your help is appreciated! :)
