Some of these USBasp clones are just bad. I have one that works fine the first time you program a target, but then doesn't work again until you disconnect and reconnect from USB. I gave up trying to figure out what was wrong with it.
I have a similar device, and it works fine on LINUX out of the box, but for Windows you will need the libusb driver (assuming you are running usbASP firmware). Are you sure that Avrdude will work with that programmer since I see option of progisp172.exe?

So if the Chinese stick is flashed with the usbasp firmware (possibly modified to account for quirks) it does work – at least mine do.
