Dear Dave.
It would be great if you could tear down a compact fluorescent bulb, give a reverse engineered circuit diagram, probe the outputs on your scope, measure the efficacy with your light meter etc.

This guy tested a lot of cfl lamps and "reverse engineered" the circuits in them and explains pretty well how they work:

It's not *my* page, thank the guy on that page. I just bookmarked it a while ago, when there was another discussion - i believe- in this very same forum.
