Not impossible, but they will need to squeeze 22.5 usable bits out of their 24 bit ADC and surrounding circuitry.
It has a +/-10A range. So it's 23.25 usable bits and 40nV (or less) per 2uA step.
I didn't take the +/- into account, you are right
, 23+ usable bits is close to impossible to achieve with a 24 bit ADC unless it's fast and you can do oversampling. (IMO just 20 usable bits would be impressive)
A 5.000.000+ count meter for $99 does sound a bit unrealistic
