Dynamic charge distribution within a resonant circuits windings

This is not a conventional circuit by any means I guess BUT seems theoretically logical / possible?

This circuit is from the referenced website. The bifilar inductor would have zero effective inductance, so the circuit is nonsense and clearly doesn't work as claimed. That being the case, I'd have my suspicion about anything else posted there.

This circuit is labeled as a hypothesis. As in their is no claims to it being functional just speculation.. They are just presenting a guess to what might be possible.. Seems to make sense to me though
